The primary objective of the Equal Opportunity program is to improve mission effectiveness by promoting an environment free from personal, social, or institutional barriers that prevent Air and Space Force members from rising to the highest level of responsibility possible based on their individual merit, fitness, and capability. The Equal Opportunity program is a function of leadership and command.
 

Air and Space Force Policy 

The Air and Space Force will conduct its affairs free from Unlawful Discrimination and Sexual Harassment. It provides equal opportunity and treatment for all members irrespective of their race, color, religion, national origin, sex. For DoD civilians, the protected categories also include age (over 40), disability (physical and mental), genetic information, and reprisal for prior Equal Employment Opportunity activity.

Military: Discrimination based on race, color, religion, national origin, sex (including pregnancy), and sexual orientation. Discriminatory harassment (including sexual harassment), and other forms of harassment (bullying and hazing).
 
Civilian: Unlawful Discrimination based on race, color, religion, national origin, sex, age (40+), disability (mental/physical, genetic information, reprisal (prior EEO activity) and discriminatory harassment (including sexual harassment)
 
MILITARY EQUAL EMPLOYMENT OPPORTUNITY (MEO)
 
Informal Complaint: Complainant chooses avenue for resolution, i.e. chain of command, Alternate Dispute Resolution (ADR). No time limit for filing a complaint.
 
Formal Complaint: The EO office conducts the complaint clarification. Time limit to file a complaint is 90 duty days of the alleged incident.
 
Sexual Harassment Complaint: Informal complaints are worked by the command and formal complaints involve an independent investigation by SFS/OSI. No time limit for informal or formal complaints.
 
CIVILIAN EQUAL EMPLOYMENT OPPORTUNITY (EEO)
 
Informal Complaint: EO office conducts limited inquiry and/or complainant elects ADR. Complainant must contact the EO office within 45 calendar days from the alleged incident. 
 
Formal Complaint: At the closure of the informal process, the complainant has the option to pursue the formal process. The complainant must file formal within 15 calendar days of being notified.
 
Sexual Harassment Complaint: Complainant can elect the EEO process, an independent investigation or both.

UNLAWFUL DISCRIMINATION AGAINST MILITARY MEMBERS

Unlawful discrimination against military members is any unlawful action that denies equal opportunity to persons or groups based on their race, color, sex (including sexual harassment), national origin, religion, or sexual orientation.

UNLAWFUL DISCRIMINATION AGAINST CILVIAN EMPLOYEES

Unlawful discrimination against civilian employees includes failing or refusing to hire or promote, removing, or otherwise discriminating against any individual with respect to compensation, terms, conditions, or privileges of employment because of a person’s race, sex (including pregnancy, and sexual orientation), color, religion, national origin, age (40 or older), genetic information, disability, or prior equal opportunity activity.

CIVILIAN REASONABLE ACCOMMODATION OF DISABILITY AND PERSONAL ASSISTANCE SERVICES

The DAF civilian reasonable accommodations and personal assistance services policies and procedures are outlined in Chapter 13 and 14 of DAFI 36-2710, Equal Opportunity Program.

UNLAWFUL DISCRIMINATION AND HARASSMENT HOTLINE

The DAF Unlawful Discrimination and Harassment Hotline is available 24 hours a day. You can reach the hotline by calling 1-888-231-4058. Air National Guard members can also contact the National Guard EO hotline at 703-607-5462 or 1-800-371-0617.

MEO PROGRAM AND COMPLAINT PROCESS

The DAF MEO Program implements laws and DoD policies on prohibited discrimination and discriminatory harassment (including sexual harassment) against military members pursuant to Department of Defense Instruction (DoDI) 1350.02, DoD Military Equal Opportunity Program, pending a review of that Instruction and any resulting changes to policy. The DAF MEO program also addresses other forms of harassment (bullying and hazing) pursuant to DoDI 1020.03, Harassment Prevention and Response in the Armed Forces.

Civilian EEO PROGRAM AND COMPLAINT PROCESS

The DAF EEO Program implements laws, regulations, and DoD policies on unlawful discrimination and harassment (including sexual harassment) against DAF civilian employees, former employees, and applicants for employment pursuant to 29 CFR Part 1614, Federal Sector Equal Employment Opportunity, and the Equal Employment Opportunity Commission’s Management Directive 110, Federal Sector Complaints Processing Manual.

ACCESSIBILITY COMPLIANCE

The DAF is required to provide access to all programs and activities conducted or funded by DAF consistent with the Rehabilitation Act of 1973, as amended, and the Architectural Barriers Act of 1968. The DAF will provide access comparable to that provided to those who do not have disabilities.
